Certifications Pennsylvania Home Improvement Contractor Registration The Home Improvement Consumer Protection Act (HICPA) is designed to ensure consumers get a fair deal from a contractor. This law requires all home improvement contractors (remodelers, roofers, plumbers, electricians, etc.), with limited exceptions, to register with the Office of Attorney General and to display their registration number on all advertising and contracts. This registration is not to be confused with specific trade licensing; in that, it does not certify that any specific training, experience, or certification has been earned by contractors. Master Electrician License Pennsylvania does not have a statewide electrical licensing program; instead, each municipality or city chooses whether a license is an important qualification to their residents.
